Developed through a Public-Private Partnership (PPP), this project invites global and regional developers to help shape the future of seaside experiences in Qatar.

From family-friendly beaches and luxury beach clubs to resorts, dining, and vibrant nightlife, this mixed-use development aims to offer something for every visitor – bringing the city’s coast to life, day and night.

Designed with purpose

This project will be developed around nine key principles to ensure it meets the highest standards of tourism development, customer experience and sustainability.

  • Tourism Strategy: Design should align with the Tourism Strategy, e.g., by matching offerings with demand spaces and target markets.
  • Regulations and requirements: All necessary regulations must be integrated, e.g., all development on Al Safliya Island needs to face the city.
  • Differentiated beach offering: The beach developments should accommodate all population segments, from low-budget beaches to luxury clubs
  • Market Differentiation (Al Safliya): Distinct propositions on Al Safliya Island e.g., nightlife, resorts, and water activities catering families and adults alike.
  • Connectivity: Efficient connectivity between WBB and Al Safliya e.g., through adequate networks, shuttle services, water taxis, etc.
  • Accessibility: The design needs to ensure accessibility for everyone, e.g., holistic framework to cater for needs of differently abled people.
  • Customer experience: The development area design must prioritize customer-centricity to guarantee satisfaction throughout the entire customer journey
  • Culture and heritage: The asset design should integrate Qatari culture and heritage, e.g., through art elements, monuments and architecture.
  • Sustainability: Development should emphasize environmental sustainability, e.g., through the adoption of green building principles

A Private Sector Invitation

Qatar Tourism, in collaboration with Ashghal and other stakeholders, will issue an international DBFOMT (Design, Build, Finance, Operate, Maintain & Transfer) tender. Developers with a proven track record in world-class hospitality and leisure projects are encouraged to express their interest.

This project supports the Qatar National Vision 2030, enabling the private sector to drive innovation and growth in tourism. The PPP model ensures high-quality delivery, faster timelines, and better value through risk-sharing and operational efficiency.
